Laura Waters is a seasoned planning professional with extensive experience in strategic spatial planning and infrastructure development. Currently serving as the Planning Policy Manager at Breckland Council since February 2024, Laura previously held the position of Strategic Planning Team Manager at Norfolk County Council from January 2021 to February 2024. In this role, Laura led initiatives focused on achieving the Council's priorities, particularly in sustainable growth and carbon reduction. Prior to this, Laura contributed to various local planning projects at New Anglia Local Enterprise Partnership as Infrastructure Manager and Norfolk County Council in several capacities, including Senior Strategic Planner and Senior Infrastructure Development Planner. Laura holds a Master’s Degree in Town Planning from Anglia Ruskin University and a Bachelor of Science in Environmental Science from the University of East Anglia.
