Wladimir Bocquet has a diverse work experience spanning several companies and roles. Wladimir is currently the Head of Spectrum Strategy & Space Policy at Spire since 2023. Prior to that, they worked at Amazon from 2021 to 2023, serving as the Principal Public Policy and leading Licensing and Regulatory Affairs for project Kuiper in EMEA. From 2016 to 2021, Bocquet was the Director of Regulatory Affairs, Spectrum Management & Policy at Eutelsat, where they led global regulatory activities and built policy supports for business development. Before that, from 2012 to 2016, they held multiple roles at GSMA, including Head of Policy Planning / Technology Policy - Government & Regulatory Affairs and Senior Director - Government & Regulatory Affairs, where they provided policy analysis, coordination, and support on spectrum policy and regulatory issues. From 2005 to 2012, Bocquet worked at Orange as Deputy Director of the Group Spectrum Office and Senior Manager, responsible for spectrum management strategy and coordination. Wladimir also has previous experience as a Research Engineer at Fujitsu, where they worked on wireless LAN/MAN projects, and as a Junior Engineer at Panasonic.

Wladimir Bocquet earned a PhD in Applied Mathematics and Signal Processing from Kyoto University, from 2005 to 2008. Prior to that, they completed a Master's degree in Telecommunication at IMT Atlantique from 1998 to 2000. Additionally, they obtained a Master's Degree in Signal Processing and Digital Communication from the University of Rennes, completing it in the year 2000.
