Judith Fillius

Judy was the Department Manager for Northrop Grumman (NG) Mission Systems, where she was responsible for profit and loss for the Annual Operating Plan and Long Range Strategic Plans. She oversaw offices with multiple programs in support of the Department of Defense. Prior, Judy was responsible for the Air Operations Center Modernization program. She provided programmatic leadership and management of the contract valued at $419M, $60M annually, established trusted relationships with Air Force program management team, restructured the internal management team, and streamlined internal program processes based on value stream analysis resulting in schedule and dollar savings. As Director for the Decision Support and Targeting IPT and Site Manager for NG she was responsible for acquisition, sales, and margin of the business unit. She represented NG in the local community.

Judy served as vice president of PRB Associates, which was acquired by Comptek PRB Associates. She was responsible for information systems, product support, human resources, training, facilities, security and database development. Judy participated in the due diligence process during acquisition of PRB by Comptek and served as the officer for company’s profit sharing plan and 401(k).

Prior to entry into defense industry, Judy was employed by St. Mary’s College of Maryland where she served as an Admissions Counselor/Public Relations Assistant for the College. Her responsibilities included recruiting, admission evaluations and various admissions activities as well as serving in a public relations capacity.

Judy has thirty-five years of experience leading, managing, planning, testing and deploying system capabilities in response to Department of Defense customer requirements. Programs were software and IT focused as well as small hardware production programs. Capabilities include proposal development, process improvement and leading mergers of business units into larger organizations. Well versed at team building, customer relationships and project management with cross-functional Integrated Product Teams as well as remote site management.

Judy holds a Bachelor’s Degree from St. Mary’s College of Maryland in Social Science and a Secondary Education Certificate.
