What does “staffing theory” mean?
It’s the behavioral effects of being over- or under-staffed.  Too few or too many employees, and the balance is off, the behavior of the staff reflects it, and company performance will suffer.  Ultimately, what an employer is looking for is “synomorphy,” the proper fit between employees and employers, and the right balance of headcount and behavior.
