Paul joined the legislative practice at the firm in 2002. Clients value Paul’s keen legislative and regulatory insights, and rely on him to interact with state and local government and advise on their behalf.

Paul blends relevant government experience and understanding of the laws and enforcement trends that impact energy, telecommunications, insurance, banking, transportation, health care and general business climate issues. Drawing on more than 24 years of legislative and regulatory experience, Paul engages with and advocates before government authorities and helps manage related communication strategies for the firm’s clients.

Paul represents clients before state agencies including the Minnesota Department of Commerce, Department of Health, Public Utilities Commission, Pollution Control Agency and other regulatory agencies.

He counsels clients in public relations and public affairs about message development, crisis counseling and grass roots organization.

He has strong experience in legislative representation, strategic development, bill drafting, public relations and communications, and direct lobbying of legislation.

Paul leverages strong ties with local government, representing local corporations and institutions before local governmental bodies, including the cities of Minneapolis and St. Paul.
