Debbie Daly

SVP, Orange County at Strategies 360

With over 30 years of experience in California local and state government, Debbie joins Strategies 360 as Senior Vice President of the Orange County office. Debbie is responsible for serving clients in Orange County and supporting the S360 Sacramento office with statewide advocacy.

Known as a prominent and successful local lobbyist in Orange County, Debbie represented interests ranging from toll road operators and various national engineering companies to the John Wayne family and the then-largest development partner of the California retirement system (CalPERS). She has worked on winning city, county, and state campaigns, organized successful community projects, and served as a co-chair of the Orange County Public Affairs Association.

As a District Director to an Orange County Assemblymember, she applied her problem-solving skills to help formulate state solutions to local issues. Debbie has forged solid relationships with legislative staff and elected leaders in her time working between Sacramento and Orange County. After earning a Bachelor of Arts in Management, she then earned a Juris Doctorate from Chapman University School of Law as a Presidential Scholarship recipient.

An avid Boy Scout volunteer leader for 12 years, Debbie earned the “Extra Mile Award” for organizing the local troop’s largest annual fundraiser for four years. She is a proud Eagle Scout Mom. She also served on the Capital Campaign Committee for WisePlace, a homeless shelter for women.

Debbie finds innovative solutions for winning projects with her strong communication and analytical skills, paired with her collaborative approach to advance and enhance client needs. She specializes in all areas of Orange County local government, transportation, engineering, water, housing, local land use and community organizations.
