Description 

This position is contingent upon award from the the US Army. The Program Manager (PM) actively leads and manages all phases of the project lifecycle from initiation through closure, including project planning, contract management, project execution, and tracking and reporting. PMs are readily accessible to employees assigned to the project they are leading, accountable to providing them meaningful feedback relevant to their support on that project, and responsible for identifying and addressing project concerns before they become issues. PMs coordinate a team of staff to deliver results on time with high quality and within budget.  

Project Background 

The Department of the Army, Directorate of Prevention, Resilience and Readiness (DPRR) seeks Deployment Health Assessment Program (DHAP) support services.  The U.S. Army DHAP presents an opportunity to identify resiliency, readiness, and deployment-related health concerns. Contractor support is required to conduct DHAP management activities in support of program oversight, analysis, and the drafting of U.S. Army-level policy development. The DHAP Management Team assists the Government in the development and establishment of DoD, Defense Health Agency (DHA), DA, and Component-level DHAP policy, assuring compliance with pertinent policy requirements and fiscal constraints, facilitating and coordinating operational requirements; assisting in the development and establishment of program compliance and program effectiveness metrics, and supports the development and arrangement of plans for future operational requirements.

Duties 

  • Responsible for the performance of work, contract compliance and QC.
  • Oversee recruitment, onboarding, and training of program personnel.
  • Serve as “first line of defense” for project team members when they have questions regarding the project; provide technical direction and schedule guidance to team 
  • Develop project plan and track status of activities, milestones, and deliverables; maintain project documentation; ensure project remains within the scope of the contract 
  • Manage to project budget and proactively address over or under burn 
  • Work with SCT management to identify project staffing, raising awareness if new skills are required for the project; track resources to ensure project is staffed for success 
  • Prepare status reports for clients and SCT management 
  • Manage preparation and submission of deliverables; ensure quality and timely deliverables 
  • Review monthly invoices to client and vendor invoices for accuracy 
  • Develop accompanying invoice documentation such as timesheet data and activity reports  
  • Meet regularly with project team, SCT Managing Director, and clients to build and maintain trusting relationships; provide meeting planning and facilitation, including project team meetings, document reviews, and client-driven meetings 
  • Review status, staffing, risks and successes and identify best practices or lessons learned relevant across projects  
  • Maintain past performance descriptions 
  • May include occasional travel 

Qualifications 

  • The PM shall possess experience in managing large-scale Government projects, and familiar with Government policies and procedures.
  • The PM shall have knowledge of military personnel automation systems and PC operations.
  • The PM shall possess good analytical skills, time management, and be an independent thinker.
  • Secret Clearance required
  • The PM shall have education, training, and experience in business management with five years' experience in the supervision of personnel.
  • At least 3 years demonstrated project management experience; Project Management Professional (PMP) certification preferred 
  • Experience in creating, applying and maintaining tools to track program, project, or task performance data, including cost, schedule, and performance data 
  • Proficient with Microsoft Office Suite and SharePoint 
  • Possess strong communications, organizational, and inter-personal skills

Salary: $115,000-$135,000
