Description

SCT is seeking a Program Support Specialist, serving NASA’s Human Resources Office (HRO), in program management, learning and development, and training coordinator roles. The Specialist shall perform human resources technical, analytical, administrative, and data maintenance duties in talent development and management.

Duties

  • Program Management
    • Responsible for the daily management through the life cycle of the program
    • Defines the program processes, procedures, reporting, etc., to manage the program
    • Identifies ways to market the program – increase program interest, participation, and diversity
    • Plan the overall program and monitor progress to make sure that milestones are being met
    • Manages the program budget
    • Manages the risks and issues that might and do arise over the course of the program life cycle, as well as take measures to correct them when they occur
    • Coordinates interdependencies between various projects and programs with stakeholders.
    • Meets with stakeholders to discuss program status and goals
    • Ensures timely delivery of program deliverables
    • Evaluate and assess the programs' strengths and weaknesses
    • Serve as New Employee Orientation Program Manager
  • Learning and Development
    • Leads the Center’s annual Learning and Development  Needs Assessment
    • Manages  yearly calendar of training courses across each area of responsibility (plan for classes in quarters)
    • Prepares and delivers training courses and/or brings in other internal or external trainers when necessary
    • Supports the execution of learning programs and proposes enhancements as needed based on evaluations and the changing needs of the organization
    • Promotes ongoing measurement of learning effectiveness and continuous improvement of learning initiatives
    • Collaborates with stakeholders to measure the effectiveness of learning initiatives and recommend changes as appropriate 
    • Utilizes the NASA Learning Management System to support learning and development at GRC
  • Training Coordinator
    • Maintains official file copies of all Training and Development correspondence and communications posted to Inside Glenn
    • Learning and Development POC for Center internal and external audits
    • Prepares documentation and submits through ServiceNow for internal course offerings, including course creation and assigning curricula; responsible for required forms and documents uploaded through ServiceNow
    • Creates, maintains, and publishes training and development to the events calendar and other media
    • Maintains Talent Services Branch Web sites for course announcements
    • Provides logistical support by planning and setting up facilities (classrooms and onsite or near-site conference rooms), including agreements to support individuals with disabilities attending courses and events. Provides the instructor with guidelines for training, emergency evacuation, and areas of interest near GRC. Delivers Kickoff Instructions at the beginning of each training session.
    • Prepares work orders, GRC forms,  and miscellaneous arrangements to support events such as courses, ceremonies, recognitions, general and communication programs
    • Prepares course manuals and program handouts; coordinates with Publishing for printed materials.
    • Prepares course announcements
    • Tracks and compiles training metrics, such as the number of courses facilitated by HCO, courses offered by SMEs, courses provided by external facilitators, the total number of classes held, and required and mandatory training delinquencies for reporting purposes
    • Works with the Center Learning Officer to pull periodic reports for meetings, audits, etc.

Qualifications

  • Bachelor’s degree with 1 years of experience, or High school diploma or GED and at least 3 years of experience directly related to the duties and responsibilities specified
  • Intermediate/Advanced skills in all MS Office applications, including Excel, Teams, Word, and PowerPoint
  • Organizational skills
  • Flexible to changing requirements
  • Strong interpersonal skills with comfort speaking to large groups
  • Office professionalism and attention to detail
  • Experience with the following unique government or NASA IT systems preferable: Service Now, SATERN
  • Experience in Federal HR

Location: Cleveland, OH area (work is often remote with some on-site requirements at Glenn Research Center)

Salary: $50,000-$65,000
