Celia Flores

Celia Flores, MBA, SPHR, serves as the Director of Human Resources at Substrata since February 2023. Previously, Celia held the position of Human Resources Director at Rio SEO from September 2018 to August 2022, overseeing the full integration of HR functions following a merger. Celia's extensive experience includes roles as a Senior Human Resources Consultant, Human Resources Director at AutoGenomics, HR Manager at Fairway Technologies, and various HR leadership positions across multiple organizations. Celia holds an MBA in Economics from Longwood University, along with multiple certificates in Human Resources Leadership and Management from UC San Diego. An academic foundation in Political Science and Economics was established with a BA from San Diego State University.
