Richard Boucher

Richard Boucher is an accomplished professional in business development and program management, currently serving as the Director of Business Development at Ishpi Information Technologies, Inc. since June 2024. With extensive experience as a Senior Program Manager at Systems Technology Forum, Ltd. since August 2019, and a long tenure at SPAWAR Systems Center Atlantic as a C4I/Fleet Readiness Life Cycle Engineer since December 2002, Richard has demonstrated expertise in managing complex programs and supporting ACAT-level initiatives.
