Monique Davidson serves as the Chief Executive Officer of Horowhenua District Council since May 2022 and holds the position of Vice President at Taituarā — Local Government Professionals Aotearoa from July 2023. Previously, Monique held the role of Chief Executive Officer at Central Hawkes Bay District Council from June 2017 to April 2022 and served in various managerial capacities at Horowhenua District Council from 2010 to 2017, including Group Manager for Customer and Community Services and Group Manager for Strategic Partnerships and Community Services. Monique's educational background includes a Bachelor of Laws and a Bachelor of Arts from Victoria University of Wellington, completion of the CDEM Controllers Development Programme at Massey University, and additional studies at Melbourne Business School. Monique's expertise encompasses strategic and operational leadership in customer, community, and property services, ensuring alignment with regulatory compliance and best practices for community wellbeing.

Taituarā is the national organisation that supports and develops local government professionals around New Zealand. We focus on providing professional leadership, promoting innovation and excellence in management practices and developing sector capability to enhance service delivery to our local communities. Taituarā is the voice of Local Government professionals and advocates on their behalf on the issues that impact management within the sector. We work with integrity and diligence for our members and the rest of the local government profession providing thought leadership and guidance on the role of good local government management. We work with our sector policy makers on the development of submissions to central government, engage with relevant central government agencies and develop briefing documents for the Minister of Local Government.
