Dr. Winter is the trustee from District 4, eastern Gadsden County and the Lake Jackson area of Leon County. He attended North Florida Christian School and Lincoln High School, before attending Florida State University and the University of Georgia, where he received his Doctor of Veterinary Medicine degree. Upon graduation, Dr. Winter returned home to the Big Bend area where he has practiced veterinary medicine primarily in Leon and Gadsden Counties for the last 30 years and in 2000, he opened the Winter Animal Hospital.

Talquin Electric Cooperative is a member-owned, non-profit electric distribution cooperative headquartered in Quincy, Florida. Talquin has powered its community since 1940 and provides water and wastewater services from Florida's Gulf Coast, north to the Florida State line, including portions of Tallahassee and surrounding areas.
