Kathleen Packer is the current director at TEFMA. Prior to their current position, they held a Group Manager Asset Strategy position at Shellharbour City Council from April 2013 to April 2018. There, they were responsible for Capital Program development, Capital Project Delivery, Asset Management, and Waste Management. From August 2002 to April 2013, Kathleen was an Area Manager at Wollongong City Council where they managed all operational aspects of civil and parks maintenance and construction for the Southern Wollongong City Council local government area.
Kathleen Packer has a graduate certificate in business administration and management from the Australian Institute of Management as well as a business management certificate from the same school. Kathleen also has a bachelor's degree in civil & project management from The University of Texas at Austin.
