Project Background:

The Knowledge Management Office (KMO) which provides federal, state, and local officials with the technology and capabilities to protect the homeland. Technology and threats evolve rapidly in today’s ever-changing environment. The client monitors those threats and capitalizes on technological advancements at a rapid pace, developing solutions and bridging capability gaps at a pace that mirrors the speed of life. The client's mission is to safeguard the nation by answering the threats of tomorrow and the needs of today through science, technology, and innovation.

The client leads the national effort to develop impactful technology and deliver it to the front lines of Homeland Security professionals across the country. Through work with industry, intra-governmental organizations, NGOs and other research and development stakeholders, they maintain and support myriad R&D efforts across the country to deliver the most effective solutions.

To support its mission, the client requires Knowledge Management (KM) and SharePoint technical and program management support services as well as ongoing technical and program support and advancement of existing efforts in support of the client. The candidate will need administrative ability for SharePoint, be hyper-organized and be able to maximize efficiency and communication across several disparate geographical and mission-focused areas.

Tasks/Responsibilties:

  • Create and deliver instructional and training materials in relation to KMO resources and priorities.
  • Conduct training and uitlization overviews of publication and data repositories in addition to knowledge exchange technologies for impact on deliverables and capability transitions to DHS customers.
  • Assist the federal client in best practice implementations and policy recommendations from the Public Access Advisory Group (PAAG) and other KMO led groups
  • Support the development, implementation, and enculturation of the organizational Knowledge Management framework, strategy, policies, process, lists.
  • Conduct KMO-based research of library resources, plus information and data coming from DHS research outputs to create curated matrices and lists
  • In collaboration with the client's Library, creates Library Guides for KMO-specific resources and services by highlighting internal and subscription-based resources needed by KMO customers.
  • When needed attends various information-science and library focused meetings with OSTP and other collection specific groups.
  • Consults with client on all information science and library-based initiatives and projects
  • Must be a U.S. Citizen; Must be able to obtain/maintain a DHS 6C clearance (a level of Public Trust clearance)
  • Bachelor’s Degree in a related field; MA/MS preferred
  • At least 10 years of experience in Knowledge Management advisory, service, or administration role
  • Proven experience in data analysis and strategic planning
  • Level II
  • Possesses and applies expertise on multiple complex work assignments which are broad in nature, requiring originality and innovation in determining how to accomplish tasks. Has the ability to apply a comprehensive knowledge across key tasks and high impact assignments. Plans and leads major technology assignments. Evaluates performance results and recommends major changes affecting short-term project growth and success. Functions as a technical expert across multiple project assignments. May supervise others.

  • Expertise of research-backed methodologies and approaches for Knowledge Management and workflow management in a matrixed and inter-office knowledge sharing environment

  • Executive Advisory and Leadership messaging communications skills
  • Design and conduct technical training
