Todd Gooch, MPA, NEMAA, currently serves as a Consultant - NIMS/ICS Trainer at DRC Emergency Services, LLC, where responsibilities include instructing partners on pre-disaster debris management plans. With extensive experience in incident management, Todd Gooch has also been an Incident Management Instructor with the Texas A&M Engineering Extension Service since July 2021. Previously, Todd Gooch dedicated over 30 years to the City of Riverside, holding positions such as Captain and Battalion Chief within the City of Riverside Fire Department. Educational qualifications include a Master’s degree in Public Administration from California State University, Northridge, and a Bachelor of Arts in Business Administration and Management from California State University-San Bernardino, along with training from the FEMA Emergency Management Institute and CSTI.
