Dominic Scott

As a member of RAP’s team in Europe, Dominic Scott focuses on the power sector, including demand response, market reform and maximising the potential of the Clean Energy for All Europeans package. He came to RAP with more than a decade of experience in energy and environmental regulation and policy, spanning the public, private and academic sectors.

Before joining RAP in 2021, Mr. Scott lectured in energy economics and policy at the University of Reykjavik and provided advice to clients including Icelandic utilities and the Institute of Economic Studies.

Prior to that, he worked for 10 years in the British civil service, in the energy ministry (now the Department for Business, Energy & Industrial Strategy), the competition authority (now the Competition and Markets Authority) and the energy regulator Ofgem. His work with the energy regulator included designing and implementing reform of imbalance price formation as well as broader electricity market reform to facilitate participation of demand-side resources. He has participated in a number of working groups, including the Council of European Energy Regulators’ working group on aggregators, Ofgem’s Large Energy Users group, National Grid’s demand response group, Elexon’s balancing and settlement code modification working groups, and the Association for Decentralised Energy’s working group on district heating regulation.

He earlier worked for Transparency International, a nongovernmental organisation, on a global initiative to promote transparency in targeted sectors.

Mr. Scott is an economist with degrees from the London School of Economics and Trinity College Dublin. In his spare time, he is pursuing a Master of Science in environment and natural resources at the University of Iceland and takes other courses in areas such as power sector modelling and industrial organisation.
