Dean Porter-Nelson

Dean Porter-Nelson is an experienced professional in affordable housing and community development, currently serving as the Manager of Residential Finance for the City of Saint Paul since March 2023. In this role, Dean leads a team focused on Affordable Homeownership and Naturally Occurring Affordable Housing (NOAH) Preservation, overseeing various programs that assist homebuyers and support housing stability. Previously, Dean worked as a Housing Stability Specialist for the City of Minneapolis, developing acclaimed NOAH programs, and held positions at Schafer Richardson, Enterprise Community Partners, and CAPI, where Dean managed projects, initiatives, and community programs. Dean holds a Master's degree in Urban and Regional Planning from the University of Minnesota and a Bachelor of Arts in Anthropology from Grinnell College, both emphasizing a commitment to sustainable community development.
