Ross Gilliland

Associate Director at Third Sector Intelligence

Ross helps 3Si clients evaluate performance of their programs and services. He also develops and translates data analytics into information that technical or non-technical audiences can use in their decision-making.

Ross has over a decade of experience in program evaluation and data analytics, blending advanced modeling with qualitative methods. At 3Si, he has led projects with several partnering state agencies to develop analytic reports and reporting systems. Ross was responsible for report design and implementation, technical project management, and stakeholder engagement support. He also led projects to model unmet need for early learning and child care throughout Washington State, particularly for children from low-income families or otherwise at-risk. This modeling considered scenarios to estimate real opportunities to increase access to early learning and the associated benefits to children and families.

Before joining 3Si, Ross served as the Director of Evaluation and Analytics for Equal Opportunity Schools, where he led evaluations and built data management and reporting systems, including survey design, data collection, database architecture, and reporting.

Ross holds a Master of Public Administration from the University of Washington and a BA in Physics and Music Performance from the University of Wisconsin. In 2015 he was named a Strategic Data Fellow by Harvard University’s Center for Education Policy Research.
