Allen Davis

Mr. Davis has worked in disaster preparedness, response, and recovery for 15 years. He spent more than 11 years serving at the US Department of Homeland Security’s Federal Emergency Management Agency (FEMA) in Regions VI and IX and supported various other FEMA regions through the course of his tenure. Allen’s experience at FEMA includes serving as Public Assistance Group Supervisor, Operations Section Chief, Infrastructure Branch Director, and Deputy Federal Coordinating Officer on a multitude of events throughout the United States and its protectorates, including Guam, the Commonwealth of the Northern Mariana Islands (CNMI), and American Samoa.

He served as an infrastructure Subject Matter Expert (SME) on the Catastrophic Typhoon Plan for Guam and the CNMI and the Southern California Catastrophic Earthquake Plan.
