Elizabeth Baldwin

Elizabeth (Libby) Baldwin is a principal with more than 35 years of experience in water resources and wastewater projects. Her specialties include water system and infrastructure improvements, particularly water storage facility upgrades. Libby manages many of Tighe & Bond’s large water resources projects in Connecticut for public municipal corporations, as well as various wastewater projects for Western Massachusetts communities.

Libby’s experience encompasses a wide array of project roles including planning, design, and construction administration. She also is involved in numerous Project Delivery functions at Tighe & Bond, including the master specification program.
