Todd Swingle

Todd Swingle has a work experience that spans over several organizations. Todd served as the Executive Director/CEO at Toho Water Authority starting in September 2018. Before that, from June 2015 to August 2018, they worked as the Deputy Director of Utilities at Orange County Government. Prior to that, they held the position of Director - Organizational Excellence, Environmental Strategy & Compliance at Cummins Inc. from March 2011 to June 2015. From March 2003 to March 2011, Todd Swingle worked as the Public Services Administrator for the City of St. Cloud, FL. Todd also has experience as the Orlando Design Manager/Sr. Engineer at Geosyntec Consultants from November 1999 to March 2003, and as the Design Manager at Parsons from March 1992 to November 1999.

Todd Swingle earned a B.S. in Environmental Engineering from the University of Central Florida in 1989-1992. Todd then pursued an M.S. in Environmental Engineering from the same university from 1992-1994. Todd later completed an MBA with a specialization in Executive Management (EMBA) at the University of Florida's Warrington College of Business from 2009-2011. Additionally, they obtained several certifications including a 6-Sigma Green Belt from Cummins in June 2013, an ISO 14001 / OHSAS 18001 Lead Auditor from Bureau Veritas / Cummins in July 2012, and a Professional Engineer certification from the Florida Board of Professional Engineers in September 1997. Prior to their higher education, Todd attended Okeechobee High School.
