David Welch

David Welch currently serves as Chief of Staff at the Toledo-Lucas County Health Department, a position held since February 2022. Prior to this role, David was the Director of Environmental Health at the same department from March 2017 to March 2023. David's extensive experience with the City of Toledo spans from May 2001 to March 2017, during which a variety of leadership roles were undertaken, including Commissioner of Streets, Bridges & Harbor, Acting Commissioner of Parks, Recreation & Forestry, Director of Public Utilities, Director of Public Service, and Commissioner of Field Operations. Additionally, David contributed to the Toledo Board of Education as a board member from 1998 to 2005. David holds a Bachelor's Degree in Biology from The University of Toledo, earned between 1980 and 1988.
