William Carter (Bill)

William (Bill) Carter is an accomplished Principal Systems Engineer at Torch Technologies, Inc., specializing as a SAFe Agile Product Manager for the High Altitude ART on the AF DCGS program since July 2023. With extensive experience, including previous roles as a Systems Engineer/SME at BigBear.ai and Systems Engineer IV at Tapestry Solutions, Bill has a strong background in managing software development objectives and requirements, facilitating agile processes, and leading testing efforts.
