James Mardegan, P.Eng., PMP, currently serves as the Vice President of Capital Construction and External Work Programs at Toronto Hydro since August 2025. With extensive experience at Hydro One from July 2006 to August 2025, Mardegan held various leadership positions including Director of Transmission and Stations Engineering where oversight was provided for a 335-member team supporting capital work programs. Previous roles included Director of Project Delivery managing a team of 130, Transmission Investment Capital Planning Manager, Manager of Engineering Production Support, and Project Manager responsible for numerous generation connection projects. Mardegan began the career as a Controls Engineer at Valiant Machine & Tool, designing and debugging electrical systems. Educational qualifications include a Bachelor’s degree in Electrical Engineering from Lakehead University and a diploma in Electrical/Electronics Engineering Technology from St. Clair College.
