Bill McKinney has over 15 years of experience in content organization, information architecture, user experience design, social media, and human services and public health organizations. From 2015 to present, they have been the Content and Information Services Manager at Trans Management Systems Corporation, where they have managed the information services team, call center, and content specialists, as well as inquiry systems, mechanisms for analyzing data, user feedback, and multiple communications channels. Bill also developed and coordinated the launch of a new ECLKC taxonomy for the Drupal migration with OHS, National Centers, and HSICC. From 2007 to 2015, they were the Senior Taxonomy Manager at CSRA Inc., where they were the technical lead responsible for requirements definition, planning, design, and implementation of the Government Accountability Office (GAO) Enterprise Taxonomy. Bill also led strategy and vendor selection for enterprise information architecture and taxonomy tools, and streamlined information access and sharing processes to include usability and findability of over 1M information assets within GAO.
Bill McKinney obtained their Master's degree in Information Science from the University of Tennessee, Knoxville and their Bachelor's degree in Business Administration from Valdosta State University. Bill also holds a Level III Program Manager - Defense Acquisition certification.
