Turlock Irrigation District
Jim Emmons has over two decades of experience in electrical grid management and operations, currently serving as the Power Control Center Division Manager at Turlock Irrigation District since August 1999. Emmons has progressed through various roles, including Power Control Center Shift Supervisor and Operator, where responsibilities included overseeing the District's electrical grid in adherence to NERC and WECC standards, ensuring system stability and reliability, and coordinating power scheduling and emergency responses. Prior to this, Emmons worked as a Substation Technician, Crew Supervisor, and Maintenance Worker, gaining expertise in electrical systems and irrigation facilities. Emmons also has experience as a Water Plant Operator II at Keyes Community Services District, focusing on water treatment plant operations and maintenance. Education includes attendance at Turlock High School from 1988 to 1991.
Turlock Irrigation District
Established in 1887, the Turlock Irrigation District is the first publicly owned irrigation district in the state and one of only four in California today that also provides electric retail energy directly to homes, farms and businesses. Organized under the Wright Act, the District operates under the provisions of the California Water Code as a special district. TID is also an independent control area and is governed by a five member Board of Directors.
