Zachary Prager currently serves as Ethics Counsel at the U.S. Department of Commerce, advising personnel on ethics matters with a focus on the CHIPS and Science Act since January 2023. Previously, Zachary held the position of Senior Counsel for the US Navy, overseeing legal matters for the PCU John F. Kennedy aircraft carrier from January 2020 to October 2022. In addition, Zachary served as Legislative Fellow for the United States Congress, providing counsel on Department of Defense and Veterans Affairs issues to Congressman Tim Ryan, and assisted Senator Kirsten Gillibrand on military justice legislation. Zachary's earlier experience includes roles as Legal Assistance Division Director and prosecutor in the US Navy, where responsibilities encompassed leading felony and misdemeanor cases and ensuring legal compliance for interrogators during the Iraq conflict. Zachary earned a Juris Doctor from Harvard Law School and holds a Bachelor of Science in Physics from the University of Wisconsin-Madison.
