Andrea Palm

Deputy Secretary at U.S. Department of Health and Human Services

Andrea Palm has spent their career fighting for the health and wellbeing of Americans. Andrea began their work in public service at the U.S. Department of Health and Human Services (HHS), where they served as Senior Counselor to the Secretary of Health and Human Services. In this role, they were the primary advisor/point person for the formulation/execution of the policy agenda for agencies encompassing 60,000+ staff. Andrea also led the Department's efforts on key priorities such as the opioid epidemic, the Refugee Resettlement program, the Precision Medicine Initiative, and VP Biden’s Cancer Moonshot.

Andrea then went on to serve as Senior Advisor at The White House Domestic Policy Council. In this role, they were responsible for public health and the Affordable Care Act rollout. Andrea also oversaw the shutdown and re-start of all HHS functions during the government shutdown of October 2013.

Most recently, Andrea has been serving as Deputy Secretary at U.S. Department of Health and Human Services. In this role, they are continuing their fight to improve the health and wellbeing of all Americans.

Andrea Palm received a Bachelor of Science from Cornell University and a Master of Social Work from Washington University in St. Louis with a focus in public policy and nonprofit administration.

They are on a team with Jeffrey E. Shuren - Director, Center for Devices and Radiological Health, Vivek H. Murthy - U.S. Surgeon General, and Constance B. Tobias - Chair, Departmental Appeals Board. Andrea Palm reports to Xavier Becerra, Secretary.
