Joel Russell

Joel Russell has extensive experience in the field of IT and clinical applications development, having worked with the Department of Veterans Affairs since August 1988 and holding a concurrent position with VISTA Expertise Network since 1988. Previously, Joel served as an IT Specialist and Clinical Applications Developer for the Veterans Health Administration from 1988 to 2008. Educational qualifications include a Masters Certificate in Project Management from The George Washington University School of Business (2004-2005), an MS in Medical Informatics from the University of Utah (1986-1988), and a BS in Biology from the University of Utah (1978-1983).
