Ricardo Layne is an experienced Program Manager with a demonstrated history of effective leadership in cybersecurity and communications interoperability within military and defense environments. Currently managing the International Cybersecurity Capacity Building Program at U.S. Indo-Pacific Command since January 2014, Ricardo has introduced innovative strategies to enhance partner nations' cybersecurity capabilities and performed detailed analyses to address security deficiencies. Prior roles include serving as Program Director for the Multinational Communications Interoperability Program at the DoD and Program Manager at Booz Allen Hamilton, where the focus was on establishing interoperability among communications systems in the Asia Pacific region. With a strong educational foundation that includes an MBA and an MS in Cybersecurity policy from prestigious institutions, Ricardo's extensive background encompasses over two decades of experience in communications and information systems within the US Marines.
