Mamadou Dian Balde

Mamadou Dian Balde serves as the Regional Director for East and Horn of Africa and Great Lakes at UNHCR, the UN Refugee Agency, since September 2013, previously holding roles including UNHCR Representative in Ethiopia and Deputy Director in the Division of Resilience and Solutions, where oversight included education and economic inclusion programs. Balde has significant experience in implementing the Comprehensive Refugee Response Framework globally, along with protection roles in various regions including Ethiopia, Chad, and the African Union. Academic contributions include part-time lectures in International Law and International Human Rights Law at multiple universities. Balde's educational background encompasses a Ph.D. in International Law, multiple Master’s degrees in related fields, and a certificate in the justiciability of economic, social, and cultural rights.
