Tomoko (Luna) Nakayama, LLM, serves as a Programme Management Officer at the United Nations Mine Action Service (UNMAS) since March 2017, focusing on strategic planning, stakeholder engagement, and capacity development for mine action in Nigeria. Previously, Nakayama worked as a Public Management Advisor for the JICA Media Project in South Sudan from May 2013 to March 2017, where expertise was provided in establishing a public broadcaster and advising local government. Additional experience includes advising and researching for the Consulate-General of Japan in Mumbai and supporting public sector consultation projects at the Japan Economic Research Institute Inc. Nakayama holds a Master of Laws in Human Rights, Conflict Resolution, and Peacebuilding from the School of Oriental and African Studies, University of London, and a Bachelor of Laws in International Law and Legal Studies from Keio University.
