Elbert Chan

Elbert Chan is an accomplished professional currently serving as the Executive Officer and Deputy Chief of Space Operations for Cyber and Data at the United States Space Force, where responsibilities include developing strategic business operations for a 100+ member organization focused on data, AI, and cybersecurity policy. Prior experience includes managing a $50 million annual budget as Program Manager to develop a DoD-wide satellite communications management software suite and leading the Plans and Programs Division at the 332nd Air Expeditionary Wing, where Elbert coordinated multi-national exercises across the Middle East and emergency response plans for 2000 personnel. Additional roles in the United States Air Force ranged from leading a team in support of Minuteman III systems to electronic warfare testing and evaluation. Elbert holds a Bachelor's Degree in Electrical Engineering from The City College of New York and is pursuing a Master of Business for Veterans at USC Marshall School of Business.
