Doug Sicker

Vice Chancellor of Technology, Strategy & Innovation & CTO at University of Colorado Denver

Douglas C. Sicker, PhD, has a deep background in engineering and technology. As the Chief Computing Officer, and Interim Information Strategy and Services Officer, Doug is leading CU Denver efforts to develop a campus-wide vision for interdisciplinary computing. This includes creating opportunities for broader access to programs in computational thinking, programming AI, data science and other applications of technology within higher education.

Doug is a professor of Computer Science Engineering and Electrical Engineering within the College of Engineering, Design and Computing (CEDC). Previously, he held roles at Carnegie Mellon University, including serving as the Lord Endowed Chair in Engineering, Department Head of Engineering and Public Policy, director of CyLab, and professor of Computer Science. He was also the DBC Endowed Professor in the Department of Computer Science and the director of the Interdisciplinary Telecommunications Program at the University of Colorado Boulder.

Professionally, Doug has served as the chief technology officer and senior advisor for Spectrum at the National Telecommunications and Information Administration, and director of global architecture at Level 3 Communications, Inc. Doug’s expertise has also been tapped by the Federal Communications Commission (FCC), where he served as the chief technology officer, senior advisor on the FCC National Broadband Plan, and chief of the FCC’s Network Technology Division. He has also served as an advisor to the U.S. Department of Justice, the Department of State, and to various state and city committees and councils.

As an active member of the IEEE, the ACM, AAAS and the Internet Society, Doug has chaired numerous conferences, and served on various program committees and National Academy studies. He has published extensively in the fields of wireless systems, cybersecurity, and network policy.
