Dr. Ersin Topcuoglu

Senior Portfolio Director - Asia, Middle East, & Northern Africa Programs at URC

Dr. Ersin Topcuoglu has extensive work experience in the field of public health and project management. Their most recent position is as the Senior Portfolio Director for Asia, Middle East, & Northern Africa Programs at University Research Co., LLC (URC) & Center for Human Services (CHS), where they are responsible for overseeing programs in these regions. Prior to this, they worked at Management Sciences for Health as a Project Director for the Health Systems for TB (HS4TB) project, where they applied systems thinking to improve TB control and elimination efforts. Dr. Ersin also served as a Senior M&E and Surveillance Advisor to TB-DIAH at the same organization.

Before joining Management Sciences for Health, Dr. Topcuoglu worked at KNCV Tuberculosis Foundation as the Deputy Director for the Challenge TB project, where they managed the global TB control project implemented in 23 countries. Dr. Ersin was also responsible for developing and managing a long-term M&E strategy for TB control and sharing lessons learned and expertise. Dr. Topcuoglu has also held the position of Country Representative at Management Sciences for Health, where they led and managed the MSH country office and designed and implemented the Top-Up Contraceptive Distribution System.

Earlier in their career, Dr. Topcuoglu worked at Pathfinder International as an Associate for Technical Services in the Asia/Near East region. Dr. Ersin has a strong background in leadership, project management, capacity building, and strategic planning.

Dr. Ersin Topcuoglu's education history includes a Master of Public Health (MPH) degree from Harvard T.H. Chan School of Public Health, obtained from 1993 to 1994. Prior to that, they earned a Doctor of Medicine (MD) degree from Sivas Cumhuriyet Üniversitesi between 1981 and 1987.

Apart from their formal education, Dr. Topcuoglu has obtained several additional certifications. Dr. Ersin completed a Systems Thinking certification from Cornell University in September 2020. In May 2020, they obtained a certification in Health Systems Strengthening from the University of Melbourne, as well as a certification in Innovation Strategy from Cornell University. In February 2020, they acquired a certification in Data Analytics 360 from Cornell University. Additionally, they have completed an Executive Leadership certification from Cornell University in October 2019.

Dr. Topcuoglu also holds a certification in Epidemiology of Infectious Diseases, obtained from Imperial College London in September 2005. Furthermore, they have completed a Certificate Program in "Impact Assessment for Development and Civil Society Organizations" from INTRAC, London in 2009. Currently, they are in the process of obtaining a Systems Thinking certification from Cornell University.
