Rayanne Hawkins

Rayanne Hawkins is a seasoned Senior Policy Program Manager at the Urban Institute, with a career spanning over two decades in policy development and management. Since November 2001, Rayanne has led various initiatives, including the creation of a Community Corrections Performance-Based Contracting Plan for the Colorado Office of Public Safety and efforts to boost upward mobility through strategic planning in collaboration with multiple counties. Key achievements include implementing a Computer Science degree-based apprenticeship program with HBCUs, managing the design of the Gates mobility website, and improving the incentives distribution process for the AEMF project. Previous roles at Urban Institute include leading the first pay for success Support Center and managing budgets and operational processes for multiple initiatives. Rayanne holds an MBA from Georgetown University McDonough School of Business and a BA in Political Science from The College of Wooster.
