Kim Holden

Kimberly A. Holden is the Deputy Associate Director of Talent Acquisition and Workforce Shaping at the Office of Personnel Management.

In this capacity, she leads the federal government's efforts to develop policies and guidance that will assist the government to recruit and hire America's "best and brightest" to meet the challenges of the 21st century government. She manages the design, development, and promotion of the merit-based employment tools, flexibilities, policies, and programs that federal agencies use to hire high quality employees from diverse backgrounds. Kimberly’s focus at OPM also includes providing government-wide oversight of hiring, classification, assessment, and qualification policy.

Prior to serving as the Deputy Associate Director, Kimberly was the Assistant Commissioner for Management, at the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), providing oversight and direction on HR policy and operations, personnel and physical security, and the expansion of the FDA White Oak Campus. Kimberly also successfully spearheaded the FDA Hiring Surge that resulted in the agency recruiting and hiring over 1,500 new staff in eight months, to focus on the expanded food safety and medical product safety mission of FDA. During her 17 years at FDA, Kimberly held a variety of roles to include FDA Human Resources Director, Deputy Director for Recruitment and Staffing, and the Director of the Office of Management Programs.

Kimberly is a member of the Society for Human Resources Management (SHRM). She began her federal career in 1984, with the Department of Labor, Mine Safety and Health Administration (MSHA) as a Federal Junior Fellow. Kimberly holds a bachelor’s degree in Public Administration from the University of the District of Columbia.
