Stouffer Samuel (Sam)

Samuel "Sam" Stouffer is a seasoned professional with extensive experience in defense contracting and project management. Since retiring in January 2019, Stouffer has held the position of Program Manager at Valbin Corporation, where management of a contract at NMEC is currently the focus. Previously, Stouffer served as a Project and Quality Manager at the Defense Intelligence Agency, overseeing Latin America Issue management as Branch Chief. Stouffer's operational expertise includes a tenure as Chief HUMINT Operations Cell for Multi National Forces in Iraq. Stouffer holds a Master of Arts in Latin American Studies from the University of Arizona and a Bachelor of Arts in Government Administration from Shippensburg University of Pennsylvania.
