Balwinder Rai

Balwinder joined Vancouver Public Library in October 2017. He leads the human resources team and coordinates human resources strategies, objectives, policies, and practices for the organization while directing the overall provision of Human Resources services. Prior to joining VPL, Balwinder worked as a human resources consultant with Community Living BC, which is a Crown Agency that supports adults with developmental disabilities. Prior to this, he served as the director of human resources at the Coast Mountain School District. He has also held the position of manager of Human Resources at the Abbotsford School District and was a human resources advisor at Capilano University. Balwinder has a Bachelor of Commerce from the Punjab University in India and his Chartered Professional Human Resources designation.
