Isaac Councill

Isaac Councill has a diverse work experience spanning multiple industries and roles. Isaac is currently the Chief Technology Officer at Vanna Health starting in 2023. Previously, they held various positions at Oscar Health from 2013 to 2021, including Chief Technology Officer, SVP Engineering, VP Engineering, and Director of Platform Engineering. Within these roles, Isaac was responsible for company-wide technical strategy, execution, and helped the company go public. Isaac also played a significant role in hiring and onboarding senior engineering leaders and implementing performance practices. Prior to their time at Oscar Health, Isaac worked at Google as a Tech Lead and Senior Software Engineer from 2009 to 2013. During their tenure, they contributed to research in the field of computational linguistics and launched review summarization in Google Maps. Before joining Google, Isaac worked at IBM as a Research Scientist, where they focused on designing multinational business outsourcing solutions. Isaac led a team responsible for solution design and cost estimation tools. Isaac also gained experience in academia, serving as a Postdoctoral Scholar at Penn State University, where they designed and developed the CiteSeerX system. Isaac also worked as a Unix System Administrator and Graduate Research Assistant, developing text-analytic tools and modeling human affective states in AI entities. Isaac Councill obtained their Bachelor of Arts degree in Psychology from the University of North Carolina - Asheville from 1997 to 1999. Following this, they pursued a Ph.D. in Information Sciences and Technology from Penn State University between 2001 and 2006.
