Senior Consultant, on-site Technical SETA for DARPA at Ventus Solutions (VES)

Rachel Florea, PMP has a strong background in program management and analysis. Rachel has experience working as a Senior Consultant at Ventus Solutions (VES), providing technical analysis and program management support for DARPA R&D Programs. In this role, they have worked on various projects including the development of VLF generation from electrically small apertures, the use of in-situ Methane for underwater recharge stations, and the application of AI and adaptive algorithms to strategy development.

Rachel also has extensive experience in the U.S. Navy Reserve, where they have held multiple roles. Rachel served as the Deputy N1 at NR MSCEURAF HQ, providing administrative support for reserve units. Rachel also served as the Officer In Charge of the Security Boat Platoons at MSRON 8 B Co, where they were responsible for training and supporting personnel and security patrol boats. Additionally, they served as the Operations Officer at NR MSC TACAD HQ, providing support for unit admin and operations. Prior to these roles, they were the N1/N3 Division Officer and N5 Department Head at MSC NR SSO 204, where they supported unit admin, operations, and participated in a stakeholder conference for community reorganization.

Rachel has also worked as a Military Operations Analyst at Systems Planning and Analysis, Inc, providing qualitative analysis and operational subject matter expertise. In this role, they supported decision-making and planning for future maritime capability requirements and programs.

Furthermore, they have served in various roles in the U.S. Navy, including as a Maritime LNO for Joint Task Force, providing expertise in maritime operations, and as a Southwest Asia Future Requirements Action Officer at Navy Region Europe, Africa, Southwest Asia, engaging Navy chains of command to identify and address future requirements.

Rachel started their career in the Navy Nuclear Power program as a trainee before moving on to roles such as the Reactor Mechanical Division Officer and Deputy Reactor Training Assistant on the USS George H W Bush (CVN 77). Rachel has also served as an Admin Officer and Ordnance Officer on the USS Robert G. Bradley (FFG 49), where they supervised personnel, managed administrative tasks, and coordinated visits and deployments.

Throughout their career, Rachel Florea has demonstrated strong leadership, problem-solving, and organizational skills, making their a valuable asset in various program management and analysis roles.

Rachel Florea, PMP holds a Master's Degree in Engineering/Industrial Management from Old Dominion University, which they completed in 2018. Prior to that, they attained the designation of Qualified Engineering Officer of the Watch after completing Navy Nuclear Power School / Nuclear Power Training Unit in 2011. In 2008, Rachel earned a Bachelor of Science (BS) in Systems Engineering from the United States Naval Academy. Currently, they are pursuing a degree in JPME I (Joint Professional Military Education I) with a focus on Military Operational Art and Science/Studies at the U.S. Naval War College, scheduled to be completed in 2023. In addition to their educational qualifications, Rachel Florea, PMP obtained their Project Management Professional (PMP) certification from the Project Management Institute in November 2018.
