Heather Rowe is an experienced professional in community development and economic planning, currently serving as the Director of Community Development for the Village of Libertyville since 2006. The Village is a non-home rule municipality governed by a President and board of six trustees. It employs 157 full-time employees and provides the following services: Administration, Community Development, Engineering, Public Works, Police, Fire, Parks and Recreation, Water, Sewer and Wastewater Treatment.
