Scott Mangum has extensive experience in urban planning and community development. Scott'smost recent position was as the Community Development Director at the Village of Lincolnwood. Prior to that, they served as the Planning and Zoning Manager for the City of Evanston from 2016 to 2020. Scott also worked as a Coordinating Planner for the City of Chicago's Department of Planning and Development in 2016. From 2008 to 2016, Scott worked as a Senior Planner for the City of Des Plaines. Scott has also held positions as a Planner I-III for the City of Long Beach and a Research Assistant at the University of Southern California. Scott then went on to pursue a Master of Planning (MPL) in City/Urban, Community and Regional Planning at the University of Southern California from 2000 to 2002. In January 2006, Scott obtained certification as an AICP (American Institute of Certified Planners) Certified planner.

Village of Lincolnwood
The Village of Lincolnwood is an ethnically diverse and balanced 2.69 square mile suburb of Chicago. The Village has a strong base of residential, commercial and light manufacturing properties. The Village is a business-friendly community that has several ongoing development opportunities. Lincolnwood is governed as a home rule community under Illinois law and operates under the Village Board form of government with a full-time Manager. Under home rule powers, the Village is permitted to carry out its own governing procedures except where it is specifically prohibited by the State legislature. The President, with concurrence from the Board, appoints the Village Manager. The Village Manager is the chief administrative officer who oversees the day-to-day operations of the Village. The Village currently has 87 full-time employees and 6 part-time employees who work in the seven departments that combine to form the Village government. Each of these departments is coordinated by a Department Director. The Village contracts for its fire protection services through Paramedic Services of Illinois.
