Rachel Pachter

Rachel Pachter is an accomplished professional in the field of renewable energy, currently serving as Chief Development Officer at Vineyard Offshore and Vineyard Wind since April 2022 and September 2016, respectively. With extensive experience in permitting affairs, Rachel has led permitting efforts for the Vineyard Wind offshore wind project and provided senior advisory services for environmental and permitting aspects of offshore wind development. Rachel's earlier career includes roles at Energy Management Inc./Cape Wind Associates, where significant achievements included overseeing the permitting process for the first fully permitted offshore wind farm in the United States. Educational credentials include a Bachelor's degree in Geology/Earth Science from the University of Alaska Fairbanks and a field studies course in the same discipline from South Dakota Mines.
