Charles Payne

Charles (Chuck) Payne, III has extensive experience in environmental management and leadership roles. Currently serving as President of New Millennium Environmental, Inc. since January 2000, Chuck also fulfills the role of Executive Director at Rudee Inlet Foundation and works as a Lifeguard with the Virginia Beach Lifesaving Service, both positions held since 2013. Previously, Chuck worked as an Environmental Planner for the City of Virginia Beach Planning and Community Development from October 2017 to October 2021 and gained significant experience at SCS Engineers, serving as an Associate and Project Manager from 1989 to 2017. Chuck began their career as a Hazardous Waste Specialist at Virginia Tech after earning a Bachelor of Science degree in Biology from the same institution.
