Kimberly Ligon

Kimberly Ligon, CEM, possesses extensive experience in emergency management and community service. Currently serving at the Virginia Department of Emergency Management since April 2019, Kimberly has held multiple key roles including Human Services Branch Liaison, Acting Operational Coordination Division Director, Volunteer Agency Liaison, and Grants Administrator. Prior experience includes being a Program Officer at the Corporation for National and Community Service and an Events and Project Specialist at Oregon Volunteers. Kimberly's educational background includes a Master's degree in International Development and Service from Concordia University-Portland and a Bachelor's degree in Political Science from Elon University. Notable achievements include organizing the annual Governor’s Volunteer Awards and gathering data on disaster preparedness in Oregon. Kimberly is recognized for strong community engagement and leadership in volunteer activities across diverse populations.
