My Chi To

My Chi To is an Executive Vice President, Chief Legal Officer, and Corporate Secretary at Voya Financial. Prior to joining Voya, My Chi To served as the Executive Deputy Superintendent of Insurance at the New York State Department of Financial Services. With a strong background in law, My Chi To has held various positions at Debevoise & Plimpton, including Editor-in-Chief of the Debevoise Women’s Review and Partner. My Chi To also worked as an Associate at Nishimura & Asahi and served as a Law Clerk to the Hon. Justice Claire L'Heureux-Dube at the Supreme Court of Canada. My Chi To holds a Master of Philosophy in Political Science and Government from the University of Oxford, a Bachelor of Laws from the University of Ottawa, and a Licentiate of Laws from the same institution.
