Deborah Carter

Deborah Carter, MBA, CISSP, and a veteran, currently serves as the Director of the IT Project Management Office at Vulcan Materials Company, where responsibilities include leading project management practices and managing strategic initiatives. Previously, at Raytheon Technologies, Deborah held multiple leadership roles, including Director of Technology Lifecycle Management, where a framework for technical debt visibility was established, and Program Director for Active Directory Migrations, overseeing a $25M migration project. With a strong background in strategic talent transformation and engineering performance measures, Deborah has consistently delivered significant improvements and operational efficiencies throughout a two-decade tenure in technology management roles, including a notable career in the United States Air Force. Deborah holds an MBA in Cybersecurity and a Bachelor’s degree in Computer Science from Charleston Southern University, along with an Associate's degree in Computer/Information Technology Administration and Management from the Community College of the Air Force.
