Charlie Penland

Managing Principal, Infrastructure at Walter P Moore

Charlie joined Walter P Moore in 1980 and currently serves as the Director of Business Development – Infrastructure and is located in the firm's Houston office. Widely recognized for his contributions to civil engineering, his experience includes serving as the Director of Civil Engineering for the firm for 18 years, providing management for key projects, and providing expertise on site development design and process. Charlie’s special interest in low impact development, hydraulic design, hydrologic analysis, and flood protection has resulted in his being sought after by a variety of professional, industry, and educational organizations. He has made multiple presentations in the U.S. and Europe on flood protection design and emergency preparation and is a guest lecturer at universities.

Receiving his Bachelor of Science in Civil Engineering from Colorado State University, Charlie is a licensed professional engineer in Texas and Illinois. In addition to serving as a consultant to the Severe Storm Prediction, Education, & Evacuation from Disasters Center research collaborative located at Rice University, Charlie also teaches the Senior Design course for Civil and Environmental Engineering at the esteemed campus.
