Ingrid Ulrey

Ingrid Ulrey has extensive experience in leadership positions within the healthcare and advocacy sectors. Ingrid is currently the Chief Executive Officer at the Washington Health Benefit Exchange, where they guide a team of over 200 staff members and serves over 2.2 million customers with eligibility and enrollment services. Prior to this role, Ulrey served as the Regional Director for HHS Region 10, representing the Office of HHS Secretary Xavier Becerra and working with state, local, and tribal partners. Ingrid has also held positions such as Policy Director for Public Health - Seattle & King County, Program Advisor for PATH in the Mekong Region, and Advocacy Director for AARP Washington. Ulrey's experience also includes roles at PHI - Paraprofessional Healthcare Institute, Habitat for Humanity International, SEIU, and the Long Term Care Campaign. Throughout their career, they have been involved in policy advocacy, program development, fundraising, and workforce consulting.

Ingrid Ulrey holds a Master in Public Policy degree from Georgetown University, which they earned from 1996 to 1998. Prior to that, they completed their Bachelor of Arts degree in Cultural Anthropology at the University of California, Santa Cruz, from 1985 to 1989.
